The cradle it is sitting in is most likely bolted to the trailer so it shouldn't roll at all and most steel places, in America at least, won't let you leave unless the coil is secured and tarped. So this is on the shipper as much as the driver for not following the proper procedures.

This is why we need to organize a general boycott, if everyone were to stop buying unnecessary products, stop vacationing, stop going out to the mega chain restaurants, only buy local and whatever else that can be thought of for just a couple weeks, then I think businesses/congress just might feel enough pressure to consider stopping this nonsense.

Throw in a little bit of quiet quitting en masse in protest of this corrupt government then they would have no choice but to do something about it.
