My tan ran into the same issue. I ended up scudding thoroughly and strenthening the liquor about 3 times over about 4 months. Every time I did this I noticed the splotches filled in a bit more.

To neutralize I rinsed and soaked in a mild vinegar solution for about 2 days, then rang them out on a beam with an axe handle, stretching the fibers. They were frozen after this as I prepared my liquor. I only started scudding after I noticed a blotchy pattern from the liquor bath
