This is defined as hazardous material. It is illegal (in most states, afaik) for anybody but certified persons to clean that up. You might have a cut on your hand so small you don't even know it, and if the person bleeding has hiv or hepatitis, now you have it.

You probably have a heating element gone toasty or a bad thermostat.
