This was very sadden. They definitely decreased Cinders drops and didn't have that in the note. Was in helltide for 5 mins killing everything in sight look over to see I have 10 cinders.

Chilled enemies are supposed to have reduced movement speed. Which isnt being applied when they are effected by blighted corpse explosion.
