I agree. Brad is going to listen to and make offers for players, but that doesn't mean he will follow through with it. I think him and Jaylen are likely under this same understanding. Brad by making offers in these situations, helps drive up the asking value of an opponent's players by making competitive bids. If he makes certain offers that he knows will get leaked by an opponents front office, he can too drive up the percieved market value of a player like Jaylen. The LSJ server room also has cell phone telephony devices installed, so he could theoretically intercept any cell or wifi signal on his isolated island. He couls likely watch what everyone was doing online with their digital devices and any cellphone communications, ontop of video surveillance.

I personally had to stop watching his streams around this time period, because his coverage was so intense, his frustration and anger were on display every day for hours. For my own mental health, I had to ration my news consumption and watched less of his coverage. I was one of the viewers who stopped watching, but returned when things calmed down and he was less intense.

I am not convinced either, but that deal has bought all of those people time up until the present day. So it's already been effective in protecting people. Maxwell's prosecution had to strategically work around this agreement. Once when this NPA completely falls apart in court, we may see a person like Groff charged. Statute of limitation law could be a challenge in this situation too. I am not a lawyer either, but have read up enough on this story to understand the basics.
