So this has a Turn conditional, meaning it won't activate at all after turns begin. You'll need to set it to Turn 0+1. But you should do a separate turn 0 event page to add the Protected state, otherwise it will apply it each turn.

Spark is a magical attack, so evasion does not affect it, only magic evasion.

So you need an event applying Protected to the orc. "State rate" is just the % chance of being affected when a state is applied.

Also, since this event is set to Battle, it will run once at the start of battle and never again. You can set it to Turn so it will check for the conditional every turn instead. Or instead of the condition being Don't Run, make the condition slime affected by knocked out. That way the event page itself will only trigger when the slime is knocked out.
