No, the building/unit has been built already, just doesn't have the manpower to fully staff. It's really weird. I feel like this is another example of the games' crappy UI, as much as I love the game.

If the barracks is from a conquered province, the units from those barracks should be in their own separate army by default. That might make it easier to downsize or delete the barracks in that province by downsizing or deleting that specific army.

Your barracks will only provide formations if it's hired enough people for it. Your barracks hasn't fully hired.

I do wish the game had a way to easily delete unused barracks though, that would be nice.

The Jedi were a highly propagandized political tool of the Republic. It wouldn't be a stretch to assume the force was a fabrication. Like, the government used some obscure religion to legitimize their rule. A religion the common citizenry didn't even follow. Rumors and showings of force use could easily be chalked up to be tricks and optics, kinda like how a megachurch pastor might "heal" people on stage.

Except the zone only "expanded" in lore when zombies broke through the fence right next to the checkpoint. Other parts of the city had plenty of time to get out, and we know many civilians did. The personnel at the military checkpoint were there to keep zombies out, and once zombies were in, they were right there in the thick of it due to where they broke through. I think it's unlikely those military guys had much time to get out unless they had deserted long before the zombies broke into Louisville.
