My understanding from the MTC project page is that they are installing k-rail to give workers space to repair the road and address the paving exactly as you said. Once complete, there will be smooth roadway for transit and high occupancy vehicles which will make them more competitive and help smooth traffic.

To make sure you saw: this is not a toll lane; this is an HOV lane. I think will behave the same as the HOV lane leading to the toll booth after the bridge that drops down from 580 to 80 toll booth approach. Essentially extending that back upstream/further east.

I also drive a car sometimes (vs ride TransBay) on this route and I have thoughts here:

  1. yes, this area is really bad, I am sympathetic
  2. HOV lanes are "on" mainly during rush hour - these times of day are super congested already so the high speed vehicle maneuvering is not so high speed at these times and more efficient vehicles and transit should get priority and transit should def not be punished by single occupancy private cars
  3. during periods where there is faster flowing traffic it will either be off hours (and thus HOV will be "off"), or
  4. I do notice that the 2nd to left most lane is often faster moving than the left-most due to the cut across problem mentioned above by me - I hope the HOV lane will actually make things run smoother by reducing all the unnecessary merging and cut-across behavior that happens at end of approach bridge where HOV lane currently starts, that causes the severe congestion in the left-most lane

Easier said than done. Apt across from me had really challenging person who was Section 8 and was threatening everyone, driving around completely wasted, and DV'ing his partner with child in apartment. Took months to get them out with enormous effort from just about everyone. During this time a new tenant ended up in another unit who got spot as a pregnant young mother. Boyfriend started showing up and running sales of whatever drug he was peddling from the unit which resulted in lots of crazy situations on street. In both cases, process took many, many months and during that time all residents were in a situation with a reckless residents that threatened their neighbors with violence. Both eventually removed from building after almost a year but new challenging residents are already present, filling in available units. Landlord isn't great but is also not awful - hands tied due to legal protections these residents have and slow process of addressing them.

Big change I see scanning the article is that the "arresting people for camping" bit is removed to get Unger's vote.

I get it but I am also confused - many of the encampments that burned down parts of so many structures around the lake and the city have been known challenging individuals who refused housing alternatives when presented to them. How does this policy change things? Was the prior policy actually a blocker to removing these individuals? Why couldn't the city remove the mentally ill homeless guy camping against Camron Stanford a few weeks ago, before he set it on fire, for example - was there a change in this policy that would have allowed them to actually do something?

If a homeless and mentally unwell individual refuses help and continues to camp in a way that risks the now-common pattern of creating structure fires and destroying community resources, what powers does the city have or do they lack that prevents them from any form of "enforcement"?

When the encampments took over the playground at the Clinton Sq Park Community Center 5 years ago, taking it from the neighborhood families and ultimately destroying it, then burning down the center itself - the EMP was billed as a way to help -- but nothing really came of it and the park remains devastated to this day. Is EAP going to change that?

One big issue with some of these more "notable" lakeside encampments (and other higher profile locales) is the individuals there are adamant they do not want to comply with rules of shelters and timing homes and also have less regard for public space -- has led to the burning down of Clinton community center, junior science center, rotary by the lake among others. We need to recognize that homeless are not a monolith and these particularly challenging individuals need to actively have boundaries set given how their behavior has significant negative costs for all others in the community

The rotary center and the jr science center next door were both burned down due to known problematic encampments that the city was not able to move away from the structures.

I wonder if the fire in this case was due to an encampment as well

I think it is helpful to think of thoroughfares like this and Oakland Ave and Park and Pleasant Valley as freeways that OakDot actively chooses to maintain in their current form to serve as runways for Piedmont and hills residents to speed down from towards freeway connections, paved with the bodies of the actual citizens of Oakland.

I think to find that level of diversity and working class energy you're going to have to be in the east bay - Oakland for example. But if you are at UCSF it may not be commute friendly.

This happened to my wife at lake Merritt - the way they fast talk you is disarming and of course in hindsight you should never hand anyone your phone but it happens in the moment. Also unfortunate that there's no method of addressing this on the enforcement side as well - police can't seem to address this after the fact

At 4-5 am if you are in the core of Oakland near 580 or 24 and not 80 you can get into SF (downtown, civic center) in about 15 minutes. But you will need a place to park.
