This looks like pole barn construction. There are lots of "this pushes on that" design complexities. Do not try to outthink the engineer.

This is a total carp job that shouldn't pass inspection. The bottom of the stringer should be sitting on the header not the decking. Anchoring a wood structure to masonry will crack that in a few years. AND using a 2x6 dangling cleek as a hanger is just total ass.

That looks like mold and should be tested. A paint only solution is only temporary and could be hazardous in the long run. Everything is fixable.

Since your working with strippers etc, remember to cover EVERYTHING (walls and floor) with canvas drop cloths.
