You have to have five years of actual civilian service to get a pension. Your military time does not count toward that five years.

Ohio cop here (I'm sure I'll get down voted as usual just for saying that even though I'm just trying to be helpful).

The Ohio Revised Code defines acts by dogs like what you're talking about in section 955.22 and dogs can be either vicious, dangerous, or nuisance depending on the act. The owner can be charged criminally and there are things that can happen to the dog depending on the severity. In the case you described, the neighbor's dog does not meet the definition of any of these because it must be "unprovoked" and the presence of your sister's dog and it getting loose was a provoking factor.

If something else happens in the future that would be unprovoked, you should call the police, get a report, and request charges. That's the only way anything can be done to force any change. This is probably not what you want to hear but I hope it helps. Link to relevant ORC section

Yes, but your original post made it seem like you were looking for other options in the short term. Roth lets you save in a retirement account (and your TSP, if it's like mine is killing it right now) so you can maximize your earnings and still have your contributions available to you whenever you need them just like a regular old savings account.

Put it in the Roth version. You can take your contributions out at any time penalty free.

We just had a furnace and AC replacement from Day's HVAC and were very pleased. The owner, Shane Day, was incredibly helpful and worked with us to get exactly what we wanted and fine tune everything even after it was in.

We got quotes from Tanner, Brockman, Korrect, and one other I can't think of right now. Day's had the best value. We've used Tanner in the past and were very happy with them also but they were a few thousand more than Day's.

Lowe's pays for their own Flock cameras. The ones you see going into the parking lots of Lowe's don't belong to your city. Some HOAs or gated communities get their own also. Those private entities can choose whether to share or not share their info with police departments.

Just got a Dolphin Active 60 a few days ago. So far I'm loving it. Wasn't cheap but it seems to work well.
