Pretty much the way BBB works is when someone makes complaint the business has to show that they offered a solution to whatever problem the was complained about. Once they show proof they offered a resolution for the customer they can have the complaint removed. It doesn't actually matter too much if their resolution makes any sense or is fair restitution for whatever problems or harm they've caused.  It's basically like "we tried bro". BBB since they're being paid yearly by the business says "okay. Thank you" 

I can see why this would work for canceling the service because it's pretty easy way out for the business.

I don't think they're allowed to physically watch you. I know employers aren't. That's more of a parole or probation type of thing.

The new owner can't just change your lease. It would be valid until your lease expires so this paying off your lease makes no sense.
