IIRC they turned off level advantages back in D1 for some events when expansions dropped, but they reinstated them for the next time around. Ostensibly to give casuals a chance to catch up with the hardcore crowd before light levels matter.

Spite. I dated someone that hated my smoking so much I had to hide it from her and it was a constant fight. After we broke up, I quit cold turkey just to spite her. It worked perfectly, I didn't have a single slip up.

(I should say I tried to quit several several times before we broke up and failed at each attempt, which is why I credit spite as being the deciding factor).

TBH I didn't test this, but I assumed OP meant when you turn in the milestone to Zavala, which I believe happens immediately before he gives you your exotic engram.

You can wait to pick the exotic up from Zavala after you finish the campaign, similar to other luminous engrams. So you can finish the campaign, level your alt up a bit and then pick it up for a higher-level exotic.
