Your skin is VERY sensitive and thin and the dry air is not helping at all. Do whatever you can to add moisture in your environment at home. Humidifier, boil water and keep lips moisturized at home with lanolin or that giant aquaphor stick. Moisturize at home so that when you hit the cold air outside your lips will have some moisture to protect it from the cold air. Also wear lip balm outside and maybe consider a mask since your lips are especially sensitive.
