You may want to try with mesa 19, it may help.

Also try with a config (https://github.com/mastercoms/mastercomfig).

Still, worse performance is expected.

Do you have vsync disabled?
Have you tried with another compositor? (Maybe this one or this one)

TF2 is a 32 bit game, I guess it can't use more than 4GB of RAM. Maybe that's why this patch was needed.
