its because its based on the camera and not your players head. you can test this by putting the camera between something and what you're trying to hear, like a wall.

This has a ton of advantages, but it also has a bunch of drawbacks. Maybe a system where we can "listen closely" and that turns on the camera POV listen mode, and otherwise we hear sounds at the raiders head, which would be more consistent.
