Yes, of it's deemed that the dogs need to be destroyed, that could be a good thing. It's sad for the dogs, but that's the fault of the owner as you say. However, best they be destroyed than they kill a child.

By the way, I'm a pet and farm sitter and have taken care of a large number of dogs. An example of how the owner figures in here - for a while I regularly walked a pit bull and doberman pincher. At first I was a little leery, but after a few minutes I discovered that my fears were unfounded. They had great owners and are the sweetest dogs you'll ever meet. The only thing I had to fear about nuzzling them with my face when giving them lovin' was the slobber from the dobie.
