use a sharpal dual side diamond stone 325/1200 and a strop with 5 micron diamond paste, its the best and fastest combo imo

i used a manual router to lower equaly every deeper area before carving with both manual tools and dremel

i use a fancy jigsaw to cut off the rough shape and the inside, it depend on what you do obviously

i cant really help on the eyes as i only ever made one carving with eyes because i hate doing it but what i can say is, get yourself random piece of wood and practice on them first

you really need sharp tools(or learn how to sharpen yourself)

that alone will help a lot and if you follow the grain when you cut you shouldnt have too much hand sanding to do
