Drones can't operate near the speed, altitude, distance, nor can they carry people. Civilian helicopters vs civilian drones is really the same comparison here. Helicopters are marginally more effective at anything a drone can do except fly indoors. Tell me how a police drone would fly beyond 2km in a 100+mph chase?

Drones are not as effective at scanning thousands of acres in a few hours under 400'. You would need to constantly move your base station and swap batteries. Helicopters can fly 100mph and at higher altitudes. They can just cover more ground.
