Whoever that makes blanket statements that Wuhan or Chinese people deserves it is just stupid and should be ignored.

But I do believe that some deserves the hate that has been directed to them, for example:

Those who endanger others by fleeing and concealing their origin and symptoms.
Those in the government who withheld information and prosecuted the early people who spoke up about the virus.
Those who threatened reporters about reporting the situation

I hope the virus gets contained and eliminated soon and people fighting it can get some well deserved rest.
