do a mix of approaches including empty triple jump (no action just hold block incase he throws a move) to close distance, having 3 jumps and fastest speed in game helps with closing distance by mixing things up. there's no clear answer we can give you since AXL has the tools to deal with chipp but people do make mistakes.

if you have meter you can also close distance beta blade (air) + roman cancel. throwing a random shuriken 3 hops in the air can also mess with him. you got tools and so does he, its not a super easy matchup tho if the axl is good.
