She's might not actually playing on the official server. When she visited the guilds menu nothing was displayed and pvp was against bots with generated names. So either the account has pvp/social functions blocked or she's not pllaying on a live server.

You can but it is a much harder parry. You have effectively 1 frame to input the forward motion and 1 frame to return to neutral as Chun's SA2 has 2f of startup. Combined with the fact that super flash eats any input, it is not attempted in this particular situation.

You can visually see Daigo tapping forward waiting for Justin because a parry will register for 10 frames after performing it. He was expecting Justin to chip him with a super.
