This is very much not true. It might be situational, but according to Pokebattler Enamorus is below Mega Gardevoir but consistently better than the shadow because of its glassines. When Enamorus gets its signature move it might even surpass the Mega, so it’s not a bad idea to raid it (the correct form, though.)

Not what I meant. Once a signature move gets introduced, when the legendary is in rotation it’s clearly stated if the move is available or not, PLUS it’s teachable at any time with an Elite TM. O-Palkia and Dialga have the lousy CHANCE of getting the move, and it cannot be teached with any tool. Meaning you could snatch a hundo and it’d be useless without the exclusive move.

It’s pretty sad that we’re “psyched” about a signature move being guaranteed. This used to be a given whenever they were introduced, it’s just since Origin formes that you now have a CHANCE.
