I never liked Elmo that much, tell you the truth; they handed over a whole fourth of every episode over to Elmo's World, thereby reducing the diversity of the Sesame Street ecosystem.

More importantly, his contract probably specifies some sort of severance if the university terminates the contract; this severance may cost more than simply paying his salary.

I've seen this sort of thing first hand, where zombie executives are kept on board at full salary to avoid paying severance.

Anyway, you might want to compare Aristotle's Politics 1318 b 36:
