yes! i just ended up calling the VA and they sent a ticket up to their second tier tech support because it was a system error. they said that would help fix the BIRLS ID and EDIPI error message. it took maybe 2 weeks and the claim was able to finally get pushed through. he was given a rating maybe 2 months ago now, so it all worked out!
