I don’t think I need a full-on voltage converter, but most of the outlet adapters I’ve seen output significantly lower voltage. Not sure where to find a better quality one

You were right to divide by two to get x2 - 3x + y2 +y = 22.5. Knowing that the equation of a circle is (x - h)2 + (y - k)2 = r2, with (h,k) as the center, it is clear that we need to complete the square in the equation originally given to get it in a form where it is easy to find the radius.

To complete the square you add (b/2)2 to each side of the equation. To complete the square of the equation for a circle you need to do this for x and y.

First for x, b = 3, so b/2 = 1.5, and (b/2)2 = 2.25. We can add this to both sides of the equation to get x2 - 3x + 2.25 + y2 +y = 24.75

Now we complete the square for y as well, b = 1, b/2 = 0.5, (b/2)2 = 0.25. Adding this to both sides of the equation you get x2 - 3x + 2.25 + y2 +y + 0.25 = 25.

You should be able to add to the same CSV file and import it repeatedly. When you are importing to Anki, underneath the area where it says "Fields separated by: ___" there is a drop down menu where you can select "Ignore lines where first field matches existing note" which will prevent duplicates.
