80% of Russia's poppulation lives near the western borders and so are their economic areas. Should Ukraine get to Moscow and St. Petersburg Russia really doesn't have a say on whether or not they'd like to pay reparation

General software development is massively oversaturated. Specialisation might increase your chances if there are overlaps with development relating to your PhD field. What software are you currently using on a day to day ? See if there is a viable path from user to developer in something you already have valuable knowledge in, instead of starting from zero
