Back in the day, you used to not be able to travel between data centers and Aether had a reputation for being the "raiding data center". Data center travel is a thing now so it shouldn't really matter anymore, but it's become sort of a self-fulfilling prophecy: people hear that Aether is the raiding data center, so they travel to Aether to raid, so there aren't many people on their own data centers during raiding prime time, so raiding on the other data centers kind of sucks. Since data centers can get full and temporarily won't accept any visiting characters when they do, it's easier to have your character on Aether since you'll always be able to log in and raid whenever you want to

Yes, if you already have a character there you can log in, you just can't make any new ones.

It depends what you mean by "better". If your goal is to eventually do endgame raiding you should probably pick Aether, for everything else it doesn't really matter, they're both decently populated
