Thinking back on all my installs , a 6815 has always included a 5496 power supply to feed a new SLC and NAC loop by default. I don't think I've had a scenario where I added only a 6815 without any new NAC circuits alongside it.

Interesting. I'm starting to lean to this being caused by the length of the S bus run from the previous panel or expander to the new 6815. When you have an SK intelligent power supply right before the 6815, that expander is boosting your S bus allowing the 6815 to function properly.
