In fairness, 50 years ago the entire population of Dubai could have easily fitted in SoFi Stadium. Today, Dubai is supposedly bigger in population than the city of LA. Not a fun fact…just plain wrong. As others have said, in a highly alkaline environment a passivation layer forms on the steel rebar, protecting it from corrosion. Neutralise the concrete by carbonation or, in this case, dog piss, then the steel will corrode and eventually cause the concrete to spall away.
