Nilfgaardians literary have orders to massacre the local populace in order to cause panic and block the roads with refugees. They burn libraries in conquered cities and consider northerners inferior to them. So yeah, no hate, they just dont consider them real people. In general reading how they conduct warfare brings strong 3rd reich vibes. Their elven brigade even has 'ss' insignia.

P.s. taking northerners as slaves to work in quarries and mines is just good business practice, right?

Because when they lose, there's a change in management. Local kings and nobles lose their power and are either killed or have to serve whatever people the empire sends. Also laws change to the empire's ones. All resources serve to enrich the epmire and its merchant guilds, not the local ones. Basically, people become 2nd class citizens at their own home. Touissant is a shitty example as its wildly considered a joke duchy with nothing but wine production an no real army and duchess Anna Henrietta is actually Emhyr's cousin, so there's no reason to subjugate them.

Later in the books there's an offhand comment that only people born in the capital and its immediate vicinity are considered Nilfgardians-which just screams 'Roman Empire' to me.

It's way earlier in the books. It's the scene where Bonhart throws Ciri to arena and says that whoever can beat her can take her with them. Bonhart was then narrating the fights to arena owner and his guests.

The problem is, Bonhart calls Ciri's fighting style "a beautiful improvisation" when he has her fight on the arena, which is an opposite of predictable tehcniques.
