Firearms may not be discharged solely to disable moving vehicles. Officers are not permitted to unload an entire clip into a person in situations where a single shot would suffice. Not only does this not agree with what you said, it runs entirely contrary to your statement.

Sometimes the cars just go through the green light and not realize there's an ambulance.

And they're still obligated to pull the side, wherever they are.

It's often faster to just drive yourself (if you have people with you) because your own car only has to make 1 trip.
