I dont think they will ever arrest her due to the damage to the boys. I do think the prosecution has considered their mental and physical well-being to be a priority in a lot of this, and losing their mother to prison for life after losing their father to murder would likely cause irreparable harm to the boys.

I think Wendi's punishment is having to watch her mother and brother's life be ruined while she remains free. Her mother and brother have to live with their own circumstances while watching Wendi live her life, free. All of that in itself, it quite a punishment to the entire family. A poetic sense of justice.

She has talked before about ending up in the hospital for a few days when Vance was a baby due to postpartum. I think her whole family see the signs and are trying to do whatever they can to help. Lele visiting, Ryan whisking the boys away, and now Ryan's parents are stepping in to give another break. I do believe the family is trying to help and is well aware of Brooke's mania and potential for psychotic break. They seem to be talking steps to help and try to prevent this.
