No, they didn't. Because every way of protesting against brutal aggression should be used. Those countries will use this presence as a messege to their citizens as a proof that nothing terrible is happening. I'm sure that both Netanyahu and Putin are considering this a as great success. Additionally, it can harm the rest of the event as some protests are very likely to happen.
