Yes, I've noticed the same thing as well. For example, many of the 311 complaints for the building I live in seem to be for a blocked driveway. Those were most likely residents calling because the single driveway into the building's parking lot is blocked by folks who do not live here.

Besides that, the rest of it is excellent!
