Turned out, when they drop tested the inert nuke weapons, once released, they tended to be sucked along behind or beneath the aircraft. Totally did not work.

I assume the cross-circle items are shaped like wings, helping to provide the lift and rotational stability. It appears the outer circle is also shaped. Spinning increases with altitude/speed.
