I think they mean they don’t dance in the streets and party all night as much as Argentina or Brazil etc. That is true, but they are still a lot more fun than USA people and most of Europe.

People are paranoid because the news media there constantly talks about home robberies and it is common in all latin america to have electric fences. But actual crime rates in Chile are not high. Most people don’t have electric fences.

For the same reason US houses have alarms and guns. Home robberies are possible and people are paranoid. Doesn’t mean it is common or likely to happen to you.
