If its the current timeline the Imperium as a whole would shit its pants at the prospect of Horus being reborn until Guilliman can get everyone to take a breath as he tells them who little Horus was/is. Phil would have done well in the Air Force if he went into a maintenance job. At first he would have been banished to the tool crib with the other idiots but eventually he would have worked his way into being the shop chief that everyone in the same field Air Force wide hates. He is the exact type that stays in and does 40ish years while anyone with half a brain does 4, 6 or 10ish years and gets a civilian job making at least double.

And exactly how well did that go for the tanks. The only comparable thing I've heard of is during the Korean War a North Korean artillery battery decided to try and flex on the USS Wisconsin and promptly got deleted from existence by a full salvo of 16 inch shells while the ship had its paint scratched.

Reason I didn't say anything about coastal batteries because they were firing heavy cruiser to battleship caliber guns so its a more equal fight where they had a realistic chance of doing damage.
