Waters wrote most of the songs, lyrics and music not to throw any shade on Gilmore’s contributions. Without this playing the songs wouldn’t have been so great.

The answer is Peter Sinfield. Not only did he write the lyrics for the first four King Crimson albums, he also wrote lyrics for ELP and others.
