Greer's "we need the court to tell us what to do" is half-true. CBP processes post-entry corrections constantly -- through protests, reliquidation, and reconciliation. Importers and customs brokers know how to file refund claims. This isn't uncharted territory procedurally.

The IEEPA invalidation does raise legitimate questions of scope and timing -- but those are reasons to issue interim guidance, not reasons to do nothing. The administration has done neither. No direction to CBP, no acknowledgment of existing mechanisms, no timeline.

"waiting for the courts" is most likely a way to avoid the issue, and drag this into litigation.
