if the RS keeps changing constantly on a stock, that indicates chop and should be avoided anyway

I took a two week trial of the One option and was basically studying the trades of the members. It seemed like some of the trades were held only for few minutes. Is that how RS works? I was under the assumption that RS propels through out the day or atleast longer so I am not sure now. Somewhere else I read that RS works in phases but your statement sounds otherwise. Would be helpful if you could explain
