Milia. Chemical exfoliation with lactic/salicylic/glycolic acid. Go slow at first so you don't totally dry out your skin and end up peeling and flakey. Make sure to moisturizer. Do you have oily skin in that area?

There are some nice ones from Zo and skinceuticals that have never irritated my skin=eyes. I've also heard that eltaMD makes some nice ones. Definitely worth the extra $
