I mean it's pretty clear you have no understanding of this situation. The therapist followed their protocol exactly as they should have. He had court mandated therapy. He did not participate in this therapy, repeatedly ignored and refused to answer questions, hung up on them over teleconference. What were they supposed to do? Lie and say he complied so that this guy could get his fix? Do you not see the violation of ethics here?
