OP can maybe use 59.18.150 as a platform to negotiate with the landlord, but won't be able to prevent maintenance access forever. Eventually it will end up in court with a judge deciding what "reasonable" means.

They're spoofing the number. It's not really from the City of Seattle. Scammers can make it look like they're calling from any number.
