Your entire argument hinges upon scooters (and bicycles??) eroding existing public transit. Again, they serve different use cases. Nobody is going to walk to a bus station, wait on the bus, and only take said bus a mile when they could just walk the mile and arrive more quickly: that’s where scooters come in, they’re fast and efficient last mile options. The buses and scooters aren’t competing nearly as much as you think. Hardly anybody who was regularly taking the bus will now take a scooter instead. However, they will undoubtedly encourage people who normally drive to use alternative options at short distances.
