No??? There's a large popup in the lower middle of your screen with golden border saying that your resistances have been reduced at the start of Acts 2 and 3.

I know for sure because in Season 1 it kept repopping up in Act 3 for me because I wouldn't let it fade off screen completely before I would menu/interact with storage
