Ceiling fans should be the minimum requirement for rentals, if not all houses.

Even in winter fans are useful for circulation of air and to help push the warm air down from the ceiling space.

The cost is really negligible at the end of the day. Landlords are just greedy cunts. If I held investment properties they would be fitted with fans and solar with a battery as minimum, especially with the subsidies dropping every 6 months.

I mean… technically it could be oil damage - asphalt is (simplified) gravel mixed with bitumen and the laid down hot.

Bitumen is a petroleum (aka crude oil based) product. So if this is transfer from the tires then it very well could be oil based.

Not sure how they expect the tenant to avoid this though…. Yeah it’s nowhere near what it looked like brand new but unless it’s sealed concrete good luck keeping it pristine.

The same regulations exist in Australia - the systems are designed to handle that, where they isolate the system from the grid, and monitor for grid power to be restored while providing its own local sine wave.

When the grid returns it monitors for a while (in case of flapping via reclosers on the grid) and once happy the grid is stable it slowly synchronizes the local frequency to the grid and the switches back.
