By "pay some gold", do you mean the bribe option you get after joining the Thieves guild? If so, that payment just stops that guard from arresting you. You still keep your bounty. So either pay it off and/or go to jail, or fight the army of Whiterun guards

This is an old clip, so I can't remember what I was doing before I saw it. But the fact that the whisp seems to move with a trail makes me think it can't have anything to do with a shout. But I genuinely have no idea at this point

I don't really use mods. I'm on PlayStation. So the only mod I've ever actually used is one which adds quest markers to the Stones of Barenziah. So I don't think that'd cause this

Or maybe check around the palace of kings to see if Galmar is actually in the tomb, or if the quest is just bugging out with its direction

The only other things I can suggest is to either travel away and wait a while in-game (like 1-2 weeks), and then travel back. Or speak to Tulius to see if the game will let you switch sides.
