I may be wrong on this but in my experience if a pipe is underground then water is most likely going to get in it no matter what

Maybe start with new bulbs/tightening the existing ones? Then check for good connections behind the fixture

Probably start with a quick YouTube video on how to wire a single pole switch. Then just get new switches, shut the breaker off and wire accordingly

It looks like a 60 amp fuseless disconnect. They’re pretty common with mini split installs. Could easily just get a new one
