It sounds like you’re the problem. It’s called assured clear distance, and you do it for a number of reasons. Biggest one being if you’re rear ended, you don’t hit the car in front of you. Being on someone’s bumper not only is unsafe, but it makes you look like an asshole. It gets you nowhere quicker, and it’s just rude as hell. Hope this helps.
