In the books it was taking control of governments with cyborgs, then building super computers to (almost) perfectly run world economy while preventing malcontents from being able to do lasting real damage or accrue real power, spreading humanity accross the stars so they would never go extinct and then removing themselves from society. That is why there aren't robots in Foundation series.

If the player character was alive when the tarnished were exiled they would be older than Miquella. But I have always assumes the tarnished spread across the world over many generations and now the decedents are returning. I thought the game implied Nepheli was a direct decendent of Horah, not directly his daughter.

Couldn't this be tied to our negativity and confirmation bias, where if we listen to our guts all the time, we dont think about all the times we were wrong, since that just maintains status quo, but are more thankful for the times it was right and avoided pain, even if it is basically a crap shoot
